The 3200 are not bad. would be hard to quantify how much better it is than a Nikko Nighteater but it is alot better (read that how you want).
The 3200 is roughly equal to a Leupold VXII if that is any help (if you are a leupold man).
Nikko is a real budget scope. The Bushnell 3200 & Leupold VXII are a mid range non-euro, The elite 4200 & 6500 and Leupold VX3 are higher range non-euro.
The bushnell 3200 will hold up on any gun (maybe not big bores but your standard or mag cal it would), that being said you could get a lemon but that is what happen if you take a chance on second hand items. the nikko would be better on a small calibre gun it would have a greater chance of failure, that being said it could be fine and last forever.

FWIW I believe the 3200 would shat all over the Nikko Sterling .The Bushnell Elites were tested on a 375 H&H for over 10,000 rounds.Please do not confuse the Bushnell Elites to the Bushnell Banner and Dusk and Dawn.

IMHO a 5-15 is too much scope for a 30/06 hunting gun. But it is close to perfect for a 22/250.
