I am very interested in this "GroundHog" style competition.
Two Classes... factory and custom.
For Factory, only bedding and trigger job allowed.
Custom, the usual rules here... any rifle that has a custom part, be it a trigger to a barrel! Maybe a weight restriction to 22lb, so F Class rifles can be used.
Any scope configuration, and ammo.
Shot prone.
Can be shot off mechanical rest or bipods, and the use of a rear bag permitted.
This is my favourite rule. You must be able to take to the firing line, and again remove all your gear in one trip, carried.
For ranges, maybe 100, 300, 500, or very similar.
Each target have two aiming points. Head shot, the other heart shot.
100 target be a picture of a mouse.
300 target a picture of a rabbit
500 target a picture of a fox
5 scoring shots per aiming point i.e. 5 for head, 5 for heart.
No sighters, except on 100yd target 3 fouling shots allowed (not on actual detail target).
The 500 fox target will be good. A side profile picture will give a large horizontal target.. good for landing shots on there with wind.
I still do not know about wind flags. None or maybe one at the 100yd line.
Time frame... not to sure....
Cant think of much else at moment.. will be more!
So, if you have your turret values set up and known for 100, 300, 500, you'll be right.
Maybe reduce 500 target to 400???????

sounds great, but where do you intend to shoot this, because if this is a nation wide AV thing some ranges do not go past 200. Perhaps somewhere up on the state border?
Also, in my experience at running novelty shoots with the Melb BR club, most shooters can't seem to hit 3" water balloons beyond 250. flags or no flags (I use to allow 1 row along the 25m or 40m mark)
Dont get me wrong I love the idea, but the general shooter marches out to 100 and that's it, only around 20% seem to go to 200yds and a rare 5% go to 300 or more at Little River, vic.
Are you suggesting 10 shots or 5 shots per target? The US ground hog shoot has higher values for head shots (usually attempted at 100 to earn higher scores) and lower scoring (but safer scoring at LR) for the body shots attempted at 300 and 500.
Perhaps 100/200/400(300?) might better suit. If the details can be sorted them you have the makings of a great shoot for varminters and potentially an Oz wide comp.
Just some thoughts, but nevertheless a great idea that has my support.

I see where you are coming from... my thinking process runs around the 500m Fly shoot... so when I say 500, thats what I am used too.
For the general shooter, I think reducing the range would be a good idea. At any stage another target range could be brought in anyway.

This is good some interest!!
Another good thing about this competition would be that if your local range only went to 200m, well then you only shoot to the 200m target.
If you have 500m, then you could runt he comp to that distance.

Tikka 595 6mm BR.
It's a factory everything- SC has just cut and shut the factory .243 barrel to re-chamber it to 6mm BR no turn neck.
Dont member if it's been bedded or not
trigger has only been adjusted per the factory avail adjustments- SC didn't pull it apart to polish anything or the like?
I think the other idea are good- shooting for score will make it easy to administer as all we need to do is post the pics of targets and everyone can see the results

Mate... I think we will let others decide on which area your rifle fits into. To me it is not factory. Factory is walk in, grab it off the shelf, and walk out.
The only reason I say this, is because if I were to line up against someone on the firing line in the factory class, and out pops a factory Tikka in 6mmBR I would be suspicious.
These questions will arise.
Has it been cut with a match chamber
Has had the headspace setup spot on
Action could be trued
Has it been recrowned.
Have a look this way maybe...... I could buy a barrel off a Accuracy International rifle (they are factory but use a custom barrel manufacture). I could then have it chambered onto a remington action getting a match chamber. I could put on a 40X trigger and have it adjusted. I could move the barrelled action over into a varmint stock or even one of those new Savage 6.5-284 target stocks... Still all factory components, but definietely not a factory rifle.
As harsh as it sounds, but it needs to be black and white.. no grey areas. I dont know, what do others think?
How do you think about scoring? 10 point for hitting the kill zone(head and heart), and 5 point for every hit to the actual target?
I also dont think this would be a postal type of match.
For a a postal, we should look at something like the smack the smiley!
Might talk to Shane and see if we can have a trial run at the Leeton shoot after the Rimfire on Saturday. Maybe open it to 5-6 shooters and see how it goes!

Its just too hard to control. Ultimately, it is the judges descretion and if they have doubts, into custom class you go.
the Melb BR club has considered a handicap system for modified rifles, but I feel it's just as easy to run 2 classes.
another point to consider, at 100yds 10 shots will be very hard to ensure there is actually 10 shots on paper and if the scoring ring is less than 1" then it will be very difficult to know just how many bullets went into the 10, then 9, 8, 7, etc. It is entirely possible for the 10 ring to be shot away making accurate scoring near impossible.

great idea AI, but I think NO restriction on caliber, dead is dead and if someone want's to shoot rabbits with a .375h&h then so be it. 
I think the idea of factory with only a trigger job and bedding is fair, just means the guy's shooting accuracy int. and kimber etc. will have a slight advantage, so be it, bring it on!!

For the 100m target, I have an idea. The target will consist of 10 individual pictures. 5 for head shot, and 5 for heart shot. This way the round count can be known, and it adds a bit more flavour to the comp. with changing aiming points.
I like the idea of more round being shot at one target. Coming to a comp just to shoot 10 shots is not fun in my mind. More the better.
At the 200m+ it will consist of just one target, with 5 shots on each scoring area.
Maybe the high end factory guns should be put into the custom class. A Cooper rifle chambered in 6mmBR with a 1:8twist barrel in my mind is not a factory gun!
If someone wants to bring a gun like this to the comp, then they should contact organisers before bringing it if they are unsure. For me, factory class is factory!

Any factory rifle either repeater or single shot, which has undergone no accurizing work other than bedding and floating of barrel and action and trigger adjustment.
No benchrest or target style stocks allowed. Stocks must be factory configuration.
Custom Rifle Class:
Any custom rifle or any factory rifle that has been altered in anyway beyond factory class specifications.
Rules:
Any caliber gun except 50 BMG. Any scope will be allowed.
Pedestal front rest will be allowed but front and rear rest must not be connected. Front pedestal rest must be topped with some form of sand bag.
Bi-pods connected to the front of the gun are allowed.
Only shooters will be allowed on the firing line, no coaches or spotters.
No outside communication or assistance.. (Juniors may be assisted.)
No fouling or sighter shots will be allowed.
Course Of Fire for the AusVarmit Match:
There will be five (5) shots at three different distances. 100 yards, 200 yards, and 300 yards for a total of fifteen (15) shots. Fired on approved targets (if targets can be made downloadable)
Firing time, fifteen (15) minutes for the match or five (5) minutes per yardage
Scoring:
Each shot is worth a possible 10 points.
Scoring rings will be determined and printed on match approved targets.
A miss is a zero (0).
Postal:
