Has to be the .223 reamer - had no drama like that when I did the last group buy!
I would email them asking for confirmation etc.

If it is an ITAR issue, then the item must be on the US Munitions List (USML). Since .223 and 5.56 NATO are pretty much the same it may be on the list - I don't have access to have a look.

Of course it may not be ITAR but Export Administration Regulations (EAR) which is a US Dept of Commerce construct. Pretty much anything could be on that list.
