I've seen inserts that allow you to 'chamber' rounds in a shotgun. These are more survivalist/prepper type stuff for the zombie apocalypse. Accuracy over any decent range is rubbish with these inserts though as there is zero barrel/rifling.
Sounds like you want a combo-rifle, typically one barrel shotgun the other centrefire (or rimfire). Typically these are U/O and not S/S.

Keep an eye out for one of the old Baikal's come up occasionally in 45/70 and 30/06.

Some of the blokes over on the nitroexpress forum have use 20ga shotguns as a basis for double rifles.

I believe that full length inserts can be obtained, I have no idea where or how much, but am sure that I was reading about them in the last year of so.
Re: 12g shotgun convert to rife?
I did my own inserts in a 30/444 about ten years back. Just simply ran a 308 reamer in deeper and formed cases from 444 brass by running through a couple of reducing dies i made up then finally in a 308 die set. The inserts can be dialled in by the cammed muzzle caps i designed after years of trial building tension tubed BR rifles so that the bullet impact can be converged at any desired range, sight setting or load. The donor Beretta 12 guage and inserts weigh just under 9 pounds and is surprisingly well balanced considering the inserts are 25 inches long.

A side question...
Do you need to have the shotgun reclassified from A to B if you use these inserts?

Yep gotta agree with you there. It's not surprising that Tony came up with something like that.
