Where is the best place to get a scuba tank from? what price they usually run? Size, rating?

A Dive shop is the best place to check out the scuba tanks.
Go for a second hand 232 BAR tank of at least 12 to 15 Litre capacity they are the most common available, if you can find a 10 litre 300BAR Steel tank it would be ideal.
Also check out the local dive clubs and see if some one wants sell one there.
You may have to be a bit persistent but one usually will turn up at the right price.

I have a friend who hasn't scuba'd in many years. If you want, I'll ask him if he's willing to sell the tank and then get the details for it.
