powder - energy per grain

I'm looking for some help. We all know that there a tables showing burn rates, but is there data on the pwer of powders?

My problem is that i have a small capacity cartridge which I have maxxed out on capacity (even compressed loads), with little or no pressure signs i.e. 2207 in the .20 VT.

So I'm looking for a powder with more grunt per grain, so as to not compress the load.
