A good set of scales. Balance beams are a cheap and accurate proposition for starters, electronics might be worthwhile if you can definitely get an accurate set.
I have only used lee dies but the deluxe rifle die set in 204 will do everything you want. The collet neck sizer included with them is great for accurate loads.
Dont forget a primer pocket uniformer and flash hole deburr tool, case length trimmer etc. Lee also do a hand prime tool which is good.
All of the above lot have got me 1/2MOA groups so while some may have bagged it in the past, it seems to be decent to me. Best advice i can give you is to be maticulous in your loading. It took me ages to actually figure out what i was doing wrong and that was neglecting all the before work.. I just re primed and filled with powder and seated a bullet. No wonder the hornet was hard to get loaded accurately.
Good luck with it

the sinclair uniformer is very good and they are one of the few that make a 20 cal deburring tool.
Have you finished your trickler? Are you going to buy a powder thrower? If you are anal enough to weigh each charge then the thrower is simply a dispenser, you dont depend on it for accuracy so buy the cheap Lee thrower. I would recommend the RCBS hand prime over the Lee.
If you are going to get the best dies then you are llikely ordering from sinclair or one of their US competiors. You could get all your other nicks and nacks from them too if you add your christmas $ to your monthly shooting allowance.
Happy to place the order for you!
Of course you could come to my place and check out my kit to see what you could make yourself before spending any $$.

Either 2206H or BM2,
Start with the 39bk's and you might not look further. They have the best BC of any 20cal I have found.
Really only need the dies and the scales, and shellholder. Other stuff like primer pocket uniformer is nice to have but not essential.
Scales I would recommend trying some electronic ones like the RCBS chargemaster before blowing money on balance beams. They might cost more but chances are you will eventually get them or similar.
Anyway get the dies first, I am sure we can find you a set of scales around here some where....

If you have a trickler already I have a basic thrower here that you can use to throw light and tricke up- much quicker than trickling up the whole charge.
It's a bit of a PITA to post to you- when are you going to be in the big smoke again and I'll meet you somewhere or Trevort when are you going past again??
I was considering getting a Chargemaster- but after what Ned showed/told me about the Harrel thrower when we met at LR.
I think I will giver Trevort some $$ and get him to order me a harrel thrower from sinclairs and save a few hundred $$ over the cost of a chargemaster.
Ned loads his BR rounds with a Harrel and that is way beyond my required level of accuracy.

Two more things...
Patience and quiet uninterrupted time. Both of these are imperative!!!
Patience while you experiment with getting loads consistent and then getting the best load worked out.
Quiet uninterrupted time is needed for safety and consistency.
Without wanting to sound condescending, handloading can be rewarding and makes range days so much more interesting, but remember you are using a form of explosive, so keep in mind "Safety Safety Safety".

HB check the ADI website for details on the 2206H load for the 204 / 39 bk. I could give you my load, but it might not be safe in your rifle.
Arrhh Fark it your a big lad.
28.1 grns over the 39bk which is a max load from memory from the ADI book. Maybe start at 27grns and work up. Who knows the 27 grn load might produce the best accuracy.

G'Day HB,
for lube use hornady's unique lube, it takes a little on you finger and is a fabulous lube, better than imperial sizing die wax for sizing cases. Big tub and will last forever! No lube pad required.
wshed I'd found it years ago. FWIW I still use Imp sizing die wax for neckturning.
Also the K&M uniformer can be adjusted for depth of cut too. But a warning (for others) dont adjust the depth of cut unless you know what you are doing!
Hope this helps
Cheerio Ned

HB, I have a lube pad you can have if you want it. I've never used it. I use the Hornady "one shot" spray on lube for FLS and I use bushing neck dies so you dont need to lube when neck sizing with bushing dies.
When I last looked ADI listed 27.7gn as max load for a 40 gn and they had no load for the 39! Nick harvey listed 28gn for 40gn.
My load for the rifle exactly the same as yours was 27.9gn behind the 39bk using Remimgton brass
