Why are factory T3s such poor shooters?

My brother wanted some light pill loads for his big standard Tikka T3 .30-06 varmint. He had a box of Speer 130gn HPs, and I had some 125gn HPs. Picked a middle of the road charge of AR2206h, seated the projectiles till they "looked right" (and fed/ejected smoothly), and shot at 100m:

This rifle did pretty much the same thing with 150gn pills last year (or was it the year before?)
These T3s are the most boringly accurate rifles I have ever come across. His .204 varmint is the same. Pity they are so ugly.

New rifles just seem to shoot, the vanguard is the same shoots everything from light weights to heavy weights well. Even my 45/70 that is one of the supposedly dodgy remlins will put 3 shots under moa fairly consistently.

The 130gn Speers are seated shorter with a larger hollow point, while the 125gn Speers are sleeker, smaller HP and seated longer (the seating die was not changed):

Shot 300 yards last Saturday in F class at Bathurst, wind all over the place hi then low, managed to shoot a 58.1 with a bog standard 223 8 twist barrel and 69 SMK's in factory stock and rings. Actually won the day in f class against 260 rem, 6mm ppc's and 308's So yeah
