I phoned and spoke with the dealers section.
The only people who would be given a permit would be parks people and rangers who need them when they are culling so they don't alert the rest of the mob.
She even mentioned that they are illegal because people kill each other with silenced guns! (as if they are going to worry about getting a permit)

I suppose it makes it harder for crims to find them if they aren't readily available... BUT what if the air rifle has a built in supressor in a shrouded barrel that cannot be modified to fit a real firearm? This seems to be alright over in usa... according to random people on the internet...
