The offset scope raises a few questions in my mind, but I guess these things are sighted in for a single distance ?

A lot of the BR folk use them for testing batches of projectiles, powder, primers against their control rounds.

I thought the same and then also had the thought that unless the mount was angled you would also be restricted on your usable windage and be constantly looking through the edge of the lenses and not through the centre so you would be reducing clarity.
If you were to angle the mount though what angle for what distance would you use? Lots of variables.

Isn't it funny that, that purpose built firearm would be illegal in nsw under the current legislation as with less than 12 inches behind the trigger it may be easily concealed

The more I hear about the legislation in other states, the more I realise the SA doesn't have a monopoly on muppets in politics......
