These could be a good starting point for the 1000yd light gun on a budget, the second link shows the updated stock design albeit not a thumbhole.

Could the .308 version be reamed to a 30-284 ? given the right barrel twist..

It's not just a case of running a 30-284 reamer into a 308 barrel. You need to set the barrel back a bit but not sure how far.
