Kickin,
You just need to have a weapons license initially. Most competitors are members of SSAA or their state Rifle Association. Different ranges have differing rules on how many shoots you can do without some sort of membership, but to start, take you 300 Winny, with some 200gr SMK's and give it a go. You will need about 27 minutes elevation from 100yd in your scope.
When you have finished, you will understand why most of us drink.

Hey kickin, a 20 dasher and 55gn bergers in a rifle that does them justice might be interesting. We could share the fuel

you would be surprised how good little guns shoot 1000 22, 6 br and 223 etc.
