How to Make "Shoot 'n See" Targets

I'm aware there has been quite a few ways of replicating this effect posted on various places and movies, all seem to coat a layer of plastic with paint, but I dont think any have come as close to the original or as simple to do as those shown here:

It uses incompatible paints to create the "splatter" effect coating one over the other.
ps. Can you actually buy the shoot 'n see targets in Australia? they seem to be all the rage in the US.

Interesting. The only experience I have with miss matched pants resulted in me needed to strip and prepare a stock all over again. Seems pretty easy/cheap.
You can buy them in OZ but they are pretty $$$

The guys says to use tape I wonder of cling wrap would provide the same result?

Live targets work well to
The splatter effect is very obvious when you use a 20 Cal

if you use a steel target and paint it,you get the same effect.
but it needs repainting after a few hits.[depending]
