Can't even begin to guess mate - reloading presses alone range from around $100 to over $1000 to buy. You need to get a full list of all the gear, value it and then make an offer. More to the point - ask the guy how much he wants and if you can afford it, and want the stuff he has, buy it.

Don't have any trouble with Leupold QR's on my .338/378 or .375 H&H. Nightforce on the .338 and Leupold on the .375. If your Lapua is braked it shouldn't kick much more than a .270 Win anyway.

Just trickle the powder slowly onto the side of the funnel mate. It gives the powder a bit of velocity so it 'bounces' when it hits the stuff already in the case which causes it to pack down a bit more tightly.
